Thou shalt not avenge, nor bear any grudge against the children of thy people, but thou shalt love thy neighbour as thyself: I am the LORD.

You shall not avenge, and you shall not guard the sons of your people, but you shall love your neighbor as yourself. I am Yahweh.
No one should try to get revenge against another person or be inordinately angry with one of his own people. Instead, the people of Israel should act lovingly to those who are closest to them. They should treat one another as they treat themselves. Remember: I am Yahweh!
